The International Narcotics Law Enforcement (INL) division of the US Department of State (DoS) recently gave a contract to Paralime Consulting, which is based in Great Falls, VA. The contract is for the design and implementation of a turnkey solution for a command center with video wall capabilities for the Government of the Dominican Republic's National Department of Drug Control (DNCD).

We made a winning solution by using Paralime's world-class program management practice and Wilson Hardware Inc., based in Santo Domingo, Dominican Republic,'s excellent host-country delivery capabilities. We look forward to exceeding INL’s expectations on this project and to continued growth with the DoS and the GoDR.

Design, implement, and manage programs to increase customer awareness of new services and SLAs to enhance customer relationships; monitor established performance measures and design improved efficiencies; and roll out automated workflows using ServiceNow. Program Management Advisory Services:

Enhanced compliance, quality of service, accountability, and transparency; increased productivity and improved efficiencies As Digital Transformation Director, I utilized ServiceNow to automate processes for standard service offerings, prioritize project intake, expedite incident resolution and request fulfillment, and improve resource alignment and customer service. Enhanced accountability, performance, and customer satisfaction can be achieved by implementing quantifiable SLAs that measure performance. Designed management dashboards for real-time reporting and decision-making.

NIH/CIT/OITSM Advisory Services for Strategic and Technical Program Management - 11/2017 to 7/2018

Assessed the current organization and recommended departmental restructuring for optimized performance. Evaluated people, processes, and technologies to recommend functions for automation, enhanced governance, accountability, and auditability. Provided program management support for ServiceNow redesign and implementation. Designed and implemented a NIH-wide operational readiness review (ORR) process and streamlined change and problem management processes for optimal efficiency and accuracy.

NIH/CIT/OCIO: Strategic and Technical Program Management Advisory Services - 1/2017 to 10/2017

Designed and developed the Program Management Office (PMO) for high-visibility Capital Investment Funds (CIF) initiatives with a total annual budget of $70 million. Developed KPIs for Executive Dashboards: real-time, accurate, consistent, and timely reporting Coached CIT Directors on project planning, management, and execution. This program is now expanded to include management and performance reporting for 400+ projects.

Department of State, INL, DNCD Video Wall Project, Santo Domingo, Dominican Republic (DR) - 7/2017 to 2/2018

We delivered real-time, advanced facial recognition using live video streaming as the Prime Contract Holder for anti-drug trafficking efforts in the Dominican Republic. Managed multiple stakeholders, vendors, and subcontractors for on-time and on-budget procurement, customs clearance, design, installation, configuration, integration, testing, technical documentation, and training.

Served as Acting Division Chief for USAID/DCHA/OTI - 10/2014 to 7/2016

Directed the Operations and Management Division (OMD) of a $250 million/year branch office with 55 full-time employees as the prime contract holder.provided 24x7 support to 750 employees worldwide through IT, Finance, HR, Contracts, Office Support, and Travel Units. Developed and executed an 18-month technology refresh roadmap to modernize enterprise IT applications and cloud infrastructures.
